iPhone order shows delivered, but UPS delivered to wrong address

UPS tracking and Apple order status show delivered but as per UPS details it is delivered to another city. Apple support unable to understand that I can’t get my order as it is delivered to wrong address and refuses to file a claim to UPS, stating that they see in their system that it is delivered. I cannot file a claim to UPS either as I’m a receiver and UPS directs me to Apple. I’m going cycles and frustrated of my $1000+ purchase of iPhone 14 pro max.
