Voicemail Transcription no longer working

After iOS15 update our office iPhone 8 Plus stopped transcribing voicemail. Our phones are now updated to iOS16 and that did not fix the issue either. I have spent hours trying to self help (did all the steps in: https://macreports.com/iphone-voicemail-transcription-not-working-fix/ - Still NOT FIXED). Have spent hours chatting with Apple who sent me to AT&T who sent me back to Apple. Our other office iPhone is a 12 -- and has not been affected. WTHeck is going on?
