If I am outside the United States ,can I call on facetime using wifi to someone in the US not on the internet who has an Iphone?
You can use FaceTime over cellular on supported iOS or iPadOS devices
you'll have signed with your Apple ID, also turned on “FaceTime” in “Settings”
(if it is cell (mobile) phone to cell phone)
they MUST have phone plan, you will also need a data package with the chosen plan
