Apple watch says must update iphone

I have an iPhone 7 and an Apple Watch 4.I tried to update my watch and it said I first need to update my iPhone to update my watch. My iPhone is updated. How can I update my watch?

If you're trying to update to WatchOS9 then your phone must be running ios16 or higher which means an iphone 8 or higher.
