I just got a new phone, and I couldn’t remember the password for my notes so I went into settings to reset it but it still doesn’t work and it’s coming up with my old hint. I restarted my phone then tried again and it still will not work

That's correct. You can not change the password on an existing note. If you can't remember the password you originally used to encrypt those notes, they are unreadable.
That's the whole point of encrypting something... so that someone who does not have the password can not read the data.
