Apple ID restricted in app store

When I try to get and install an app from the App Store, I keep getting a message that I can't because my Apple ID is restricted. It doesn't give reason why. What is this and how do I fix it? Also, I have been trying to recover/change password, and when i go through steps, after I enter the characters in the image, it just spins and nothing happens.
