Can you prevent "Already Imported" photos from showing up on the Import screen in Iphoto?

When I plug in my Iphone 12max to my 2009 Imac running El Capitan to download into Iphoto, already imported photos appear, and before I can download new ones, over 3,600 thumbnails of already imported photos have to populate. Sometimes it takes forever. Is there a setting that can be changed to keep "Already Dowloaded" photo thumbnails from appearing on the photo import screen. None of those photos are still on my phone. I use Iphoto on my old Mac to download photos because I don't like Photos on my 2019 27" Imac; it's nowhere near as versatile in my mind.

Again, thanks but I have found Apple Support to be less than willing to talk about an unsupported Mac, that's why I was hoping to find an answer through Apple Communities. I'm to the point where I cannot download any photos to Iphoto because it simply won't download the thumbnails of 3K + images that have already been imported. There has to be a way to purge them from the import screen. I cannot import any photos if even one thumbnail hasn't downloaded.

Make sure you're following the steps outlined in this article to sync photos between your Mac and iPhone: Import photos from a camera or phone using Photos on Mac

1. Connect a camera, iPhone, or iPad to your computer.

2. Make sure the camera or device is turned on and the camera is set to the correct mode for importing photos.
For information on which mode to choose, see the instructions provided with your camera. If your camera has a “sleep” mode, make sure it’s disabled or set to a time span long enough to allow your images to download.

3. Open Photos (if it isn’t already open), then click the device under Devices in the sidebar.
Note: Devices appears in the sidebar only when a camera or storage device is connected.
Photos on the device that you’ve already imported are shown at the top of the pane; new photos are at the bottom. At the top center is the “Import to” pop-up menu. The Import All New Items button is at the top right.

Photos displays all the photos and videos on the device. 

Tip: If you want Photos to open whenever you connect this device, select the Open Photos checkbox.

4. If you want to delete photos from the camera after importing them, select the “Delete items” checkbox. 
This option does not appear for all cameras.

5. To set where to import the photos, do one of the following:
• Import into an existing album: Click the “Import to” pop-up menu, then choose the album you want from the list.
• Import into a new album: Click the “Import to” pop-up menu, choose New Album, enter an album name, then click OK.
• Import into the Photos library without specifying an album: Click the “Import to” pop-up menu, then choose Library.

6. Do one of the following:
• Import all new photos: Click Import All New Items.
• Import a selection of photos: Click the photos you want to import, then click Import Selected.

7. If a message asks whether you want to delete or keep the photos on your camera after they’re imported, click Delete Items to remove the photos, or click Keep Items to keep them on the camera.
Photos imports your photos. To cancel importing, click Stop Import.

8. When all photos have been imported, disconnect the camera or device from your computer.

Thank you MVegas21, but I'm already following those instructions and have been doing it that way for years. The problems lies in the area shown in this screenshot:


For some reason, that section has to populate over 3K thumbnails of photos I've already imported and have deleted from my Iphone 12Max. They are no longer in my phone. That is my question: Is there a way to prevent those thousands of thumbnails from loading, causing a much longer wait time? I've never had so many thumbnails show up, until now.
