FaceTime and iMessage in UAE iPhones

I wanted to ask if I purchase an iPhone from the apple.com/ae website (delivery in Dubai), will that iPhone have iMessage and FaceTime options?

Of course I may not be able to use the service within UAE but I often travel outside of UAE where iMessage and FaceTime options are available by the law.

Can someone form UAE help me with this?

Yes. Apple removed the international FaceTime restriction in 13.6, and it didn't apply to iMessage.

Oh great. That means even if I buy the device in the UAE, I'll be able to use all the services in other countries where there are no restrictions by the local law?
