App without cellular permissions using significant cellular data

I upgraded to iOS 16 earlier this week. I noticed yesterday that my phone was blasting through data, so I reset the statistics to identify the cause. There appear to be a number of causes Over the last 12 hours


  • The Wall Street Journal app, which has had cellular data turned off for years, downloaded 437mb of data.
  • Safari, which has had cellular data turned off since yesterday, downloaded 155mb of data (was at about 2mb just after I took it off cellular.
  • Uninstalled Apps downloaded 495mb of data
  • System services: 446mb ("iTunes Accounts" makes up the largest portion at 166mb)


What is going on and how do I stop it?

Yes, that is what I did. As stated in the first post, the largest data-user here was "iTunes Services." The total amount system services used is 446mb, which, along with the other stats, does not account for the full amount used (2.6gb).
