Apple Watch series 4 not downloading Siri voice after watchOS 9

Hi all,

After updating my watch to watchOS 9 Siri voices are not downloading and it keeps spinning even it is connected to Wi-Fi and placed on charger more than 2 hours. I reset it and do the same procedure but still spinning and not download anything. Any idea of what happened? Or is it bug in watchOS 9?
