Share or export your iMovie project - Apple Support -- We were a bit too specific on sharing an iMovie project via iCloud. iCloud specifically cannot sync/store/share a file with an H.264 file format. However, it can be saved to iCloud Drive and sheared from there instead.

Share files and folders in iCloud Drive on iCloud.com - Apple Support -- These are the steps for adding your iMovie file to iCloud Drive. Once it’s located there, you can follow the provided steps to share it.
