Share Procreate with Family Member

Hi, I just set up an Apple ID for one of my kids and I would like to share the procreate app that I bought. I have family sharing turned on and the kid's Apple ID is listed under family members. I have checked that everything looks ok according to the family sharing instructions I have found online but when I attempt to download the app onto the kid iPad I am being asked for pay instead of downloading it. I have shared this app with another family member previously. I am not sure what the next step is. Do I need to sign out of anything and which device needs to do what (Parent device or kid device)? Thank you for any help. Also, might be related but I am pretty sure that the iCloud subscription I have is also NOT being shared with the kid device.
