This happened to me as well. I have an iPhone 11 and I thought the camera was broken because it wouldn’t scan my ear but that wasn’t the case.
Try restarting your device or forget compatible spatial audio device and pair again.
If that doesn’t work try resetting Face ID and set it up and try scanning your ear again for Personalized Spatial Audio.
