Support had me do those steps. I'm trying to copy from iCloud to my internal drive on my MacBook Pro M1.
Safe boot mode made no difference. With a new test account, it appeared to work, but I need the files in my account, not in the test account.
I ran Disk Utility in safe boot mode and in recovery mode but got a bunch of errors that Support didn't think that matteredt. The errors include a bunch of error like this:
"error: doc-id tree: record exists for doc-id 80397, file-id 53547195 but no node references this doc-id"
"Performing deferred requests"
"error: Unable to perform deferred repairs without full space verification"
"error: Try running fsck against the entire APFS container instead of a volume"
"The volume /dev/rdisk3s5 could not be verified completely"
"File system check exit code is 8"
"Restoring the original state found as mounted"
"File system verify or repair failed : (-69845)"
I ran Repair against all levels in the Disk Utility window. Always the Data item failed with these errors, but passed when other items were run.
