If your company isn't using Managed Device software on company owned assets, you'll need to get the login credentials from the previous user. Otherwise, with a valid receipt showing company ownership and a serial number Apple would be willing to help. They won't without verifiable proof of ownership.
And if this Addigy is Managed Device software, contact them as you should be able to reset devices using their tools.

I use Addigy to deploy MDM profiles, I contacted them but they said this should be resolved by Apple.. I cannot reset or unlock the device from the admin console as it shows offline.
I was wondering if there is a way to get into recovery mode and factory reset the device. Still confused why the Mac is in this lock state!
Let me see if I understand this. You pay a company called Addigy for MDM software, which by nature of MDM is supposed to protect enterprise owned assets from being locked out of use by users and this company is telling you they can't help you and you need to get Apple to unlock the asset? What are you paying them for?
I'd dump them and hire another MDM provider to provide you tools which do what you're paying for.
Unless you have the actual receipt with the MacBook Pro Serial number on the receipt, you may not get any help from Apple. You can ask them, but I feel sure they will require the actual proof of purchase.
Addigy is like intune, other companies I support use Windows machines hense I utilize AAD and Intune to manage the users/devices. I use https://addigy.com on the other hand to manage Apple devices.
but I totally agree about the receipt when it gets to Apple, I been using their products for 12 now, so I’m aware of the procedure.
