I’ve got family sharing setup and use it to share apple music with members. Is it possible to only share services i.e iCloud storage with a specific member of the family rather than all? As by default anything shared by anyone is to all members.

Nope. There is no way to restrict services to specific members. All family group members get access to all shareable services.
