I have an Apple One Premier subscription. Can I share only music and tv but not iCloud with family?

I think the 2TB cloud capacity is shared among you, but each user's data remains separate. See Share iCloud+ with your family - Apple Support to see if there is a way to turn off the shared capacity for other users.

This is correct. However it appears that you share space from the 2TB, even if kept separate. Think all services are shared.
