Card issue

I am trying to subscribe to apple but it said "my account has been disabled and to contact apple support for more details"?

Disabled account I was trying to update my credit card, because the one I had needed to be changed for security purposes. When I wrote the number, expiration date and all requested information, I got a message saying the card could not be updated because the account had been disabled. By the way, I used the same card for another Apple id I have and there was no problem. So I need to enable my account again and upadte the payment information

Why can’t I make purchases with my Apple ID First it said my account was disabled. Now it tells me to go to www.Apple.com/support/iTunes/ww/. The link, of course, doesn’t work. I added a new card to my payment method and now I can’t make any purchases at all.
