Photos People Scanning Stuck

Across two computers (from one MBA to another, not used simultaneously), my Photos library (Managed and thus not iCloud Photos) refuses to scan more than 4,113 of my 30,000+ photos/videos. It's been around that number (sometimes goes up as I add images to the library) since initial scan back in 2020.


I've tried repairing the library, looking for bad images, fixing any videos which may be an incompatible format, and re-linking any unmatched photos. None of these have made a difference.


Curation happens as expected, but People will always be stuck not scanning. Though, it does seem to have faces on most images (far more than the 4,113 it claims).


Is there any way to find where it's getting stuck or reset its status? Obviously anything that involves making a new library isn't practical, and I've tried the repair a few times.

In my setup (macOS 12.5, Mac mini 2018) scanning people does not seem to happen unless I set Energy Saver to prevent sleep AND do NOT do IMHO essentially the same by putting the cursor to a hot corner that also prevents sleep. Then leave the cursor in the middle of the screen (with Photos.app quitted) and leave the Mac on overnight or for just for about an hour for several new images (so the screen saver kicks in and the display turns off). Maybe a coincidence but I have repeated this test several times.
