Overcharged when buying a song on itunes

Why am I being charged 29.48 when I’m just clicking to buy a song that 99 cents the album itself isn’t even that much help

Purchased a song the first time and it never uploaded. had to purchase it again and it worked. I have been charged twice and I shouldn't of. Double Charged For Songs I was given a discounted price to finish an album on pre-order and when I clicked the pre-order I was immediately recharged for the 4 songs I had already purchased... Despite being offered a cheaper price for already owning those songs
