I received a shared iCloud link for a video that is an hour and a half log how do I edit and make it smaller so I can download upload and send??

Try Compressing it:
If it is just over the maximum data size limit for an attachment, then create a folder, move the file over to it, and then compress the folder. It would be a successful option for a small-sized item.
What to Do:
- Create: a new folder on the Desktop
- Move: the iMovie to the folder
- Right-Click: on the folder
- Select: Compress
- Proceed from there as necessary
