for context^ I am not sure how one of them was able to use it, however, my other family members are still paying for separate plans even though I pay this monthly. Is it something they have to accept on their end??
If they have the free 5GB plan they are automatically switched but if they are paying for a larger plan they need to switch by using the instructions in the "Switch from your iCloud+ plan to your family plan" section of Share iCloud+ with your family - Apple Support
