Prevent child’s use of hotspot to get around downtime

How do I make sure my Grandson can't use his hotspot during the downtime on his IphoneSE2? He turns on the hotspot past his bedtime (downtime) and play on his chromebook ...etc.. I desperatley need help. He is autistic and taking the phone at night will cause a lot of problems.
