• If you're Missing Notes on your iPhone, iPad, or iPod touch - Apple Support

• Delete and Recover Notes on iCloud.com - Apple Support

• iCloud in Settings: Look in iCloud settings in each device, and make sure that Notes is clicked. If it is, then unclick it, and then click it again.

If you sync with iCloud and you deleted the notes, they are permanently deleted and irrecoverable.

If you do not sync with iCloud, you might be able to find your notes by factory resetting and erasing your device and restoring it using your backup. You'll lose anything new, but you might recover your notes.
