No. Those are permanently deleted. If you have a device backup that contains the message, and you do not use iCloud notes, you can factory reset your device and restore it using your backup. You’ll lose anything new but you might get your note back.

Data recovery tools were useful when dealing with HDD drives as the directory on those drives were just marked as "available" when a file is deleted. In those cases you could rebuild the directory to point back to the deleted file.
With iPhones, they do not have HDD drives and use NAND/Flash drives for storage. The data on these drives are quickly overwritten. The legitimacy of any Data Recovery company is difficult to determine as many will have paid reviews that of course claim all of their data was recovered. Many have paid money to these companies only to find that the service did not work. It would be irresponsible to recommend any of these companies unless you simply have money to throw away.
It is not possible for fonelab (or any other app) to recover deleted app data on an iOS device. And their marketing data doesn’t claim to (although it implies it can). What it can do is recover deleted data from a backup made before the data was deleted, but there are many ways to do that.
Neither of the links you have provided will be helpful for the OP. I can only assume you have not used the software you have provided a link for that claims to recover the lost note. Promoting such software that have only costs users money without providing the results they are looking for is irresponsible and is no help for the OP.
I suggest you READ a link before posting it; those links say that there is no way to recover a note that has been removed from recently deleted.

The original poster posted back in August of last year. I suspect everything has been overwritten.
