I logged out of my Apple ID and logged in with another one to find my balance no longer in my wallet or Apple Cash. I signed out again and logged back in with the Apple ID I established Apple Cash with and I still have a zero balance. How do I restore my balance?

Your Apple Cash balance would be associated with your Apple ID. There would not be a way to directly transfer that to another Apple ID.
You can however transfer your Apple Cash to your bank account or debit card. This article explains how: Transfer money in Apple Cash to your bank account or debit card - Apple Support
