"About unused Apple ID balance

You can't redeem or return Apple Gift Cards, App Store & iTunes Gift Cards, or unused Apple ID balance for cash, except as required by law. If your jurisdiction allows for refund of redeemed gift balances, you can contact Apple Support [ Contact - Official Apple Support ] to request a refund."

And the document: Add money to Apple Cash Add money to Apple Cash - Apple Support says:

"You can't add money from a gift card, even if it's already in Wallet."

No, this is not possible. You cannot redeem Apple ID balance for cash, except as required by law. If your jurisdiction allows this, your can contact apple support to request a refund
