I want transfer data from my old iCloud to my current phone it was destroyed and was unable to transferred account and number is the same

is download form iCloud the same as phone to phone transfer My new phone would not get data from old phone, not sure what happened, so I closed it all down and started again but this time, I did download from iCloud. Is this going to give me the same result?
