Can’t add card to Apple ID payment method

I recently had to cancel my debit card due to fraudulent activity and finally received my new one. When I went to update my payment information so that I could download apps again it would not let me add, remove, or edit my payment information. It let me add the new card to my Apple wallet but not my id. I added a family members card to see if it just needed to pay for a outstanding debt and it work, as it it charged that card 99 cents for something and finally let me remove my old card, but it still won’t let me add my new card or remove my family members card. Is there anything else I can do
