junk mail filter and rules not working
I get tons of spam about Mcafee & Norton. I have written rules to stop it & the junk filter is not helping either. Any ideas?

Are you running Mcafee and or Norton Antivirus...?
Uninstall it. Look for an official uninstaller—if in doubt search the developers website or contact their: Support/Help/FAQ/Known issues/compatibility/Updates/uninstall
Third party AntiVirus is not recommended— it typically does nothing but add issues to the macOS and competes directly with Apple’s own built in security:

I am having same problem. The spammer is constantly changing the email address from which the messages are sent. But the "kohl's", "Mcafee", "norton", "Ace Hardware" "Makita Power Drill" titles stay the same. I use both iPhone (iOS) and Mac OS, the Mac Mail client on both devices, and both devices retrieve mail from my same sbcglobal.net (POP) account. My Mac OS Mail client seems to be learning and filtering the junk well, but my iPhone Mail client is not learning the junk at all.
I have gone upstream to my sbcglobal account (which is hosted by yahoo server), logged in with a web browser and tried to take steps for the mail server to learn the junk/spam at that level, such as blocking senders and marking hundreds of messages as spam. But my iPhone mail is still getting plastered daily with about 40-50 of these. Again, my desktop Mac mail client seems to be filtering pretty well. It's just the iPhone that's out of control. Both devices retrieve mail from the same server. Any help?

No, not running either one, never have. It's simply spam, usually 10-12 a day. Somehow they are eluding email rules & junk mail filtering.
I am having this problem too. Ace Hardware and Kohl's too.
