Hello I have an Apple Watch that I bought from someone and I tried setting it up and it still as person stuff connected to it and the person will not contact me back and I have the watch still is there any way Apple can factory reset it so I can use it
The person that you bought/got this watch from needs to follow all the steps on this page;
Remove the Activation Lock so that the buyer can use it.
If they can't or won't then get your money back or recycle the watch and mark it down as a bad experience.

If you're referring to the activation lock, they won't; it's an anti-theft measure. Otherwise, it depends on what happens when you try.
