Icloud Storage

Unable to downgrade Icloud storage to free 5 GB, current have 200 GB. When follow the instructions from how to downgrade the icloud storage (click on manage storage) in the last step on click done is failed, cause the done is still in grey (can't be click). Is there another way to downgrade the icloud storage to free?
