How do I reliably sync a sequential podcast to my watch?

I need help. I have two types of podcasts, news types, of which the most recent is the most relevant. If I skip an episode I don't mind. Then there's the sequential ones, which should be listened to in sequence from oldest to newest. I want the oldest episodes that I have not listened to yet to sync over to my watch and ideally several of them at the same time so I don't get stuck going out without my phone and only have 2 minutes left on the only podcast that got copied over.

I've tried leaving my watch and phone on charge over night, but while the new episodes appeared on my phone they did not go to my watch. I have tried setting "Add Episodes from" to custom and selecting the podcast I want, but that doesn't seem to do it, and it mentions both "stations" and "podcasts", but I don't know what a station is. Right now I've been watching the Watch app on iOS saying "9 episodes, waiting...." for 10 minutes or more and the little spinner next to the podcasts I want to sync are just spinning. Both devices are on the same wifi and charing.

Could some one here please explain what settings I need, either in iOS or WatchOS, to reliably sync podcasts to my watch so I can listen without my phone being nearby? I'd settle for being able to manually select them on my watch and telling them to download but I can't find an option like that.

Organize your podcast library on iPhone – Apple Support

Says (for iPhone) how to:

Create your own station

Group your shows into stations (similar to a music playlist) based on themes like news, comedy, or morning commute podcasts. Episodes from the podcasts you choose are automatically added to your station regularly.

      1. Tap Library, then tap  in the top-right corner.
      2. Tap New Station, then add a title.
      3. Tap Choose Podcasts.

Tip: To adjust the number of episodes from each podcast that are added to your station,

tap the station you want to change, tap Station Settings, then tap Episodes.

Eg Amongst other things:

says:

Download specific podcasts to Apple Watch

By default, Apple Watch downloads one episode from each of the top 10 shows in Listen Now on your iPhone.

To sync specific podcasts, follow these steps:

      1. Open the Apple Watch app on your iPhone.
      2. Tap My Watch, then tap Podcasts.
      3. Tap Custom, then turn on the stations and shows you want to download to your Apple Watch.
      4. Your Apple Watch will try to download three episodes from every show you select.

If you select a custom station, your Apple Watch will try to add as many unplayed episodes as possible.

To once again download episodes from all the podcasts you subscribe to with your Apple Watch, tap Up Next.

Thanks for that. Now that I know Stations are just Playlists for Podcasts I can use them.

I don't know if that was it, or it was a matter of patience, or restarting my watch, but now after a few minutes of watching, the Podcast section of the Watch app on iOS has finally changed from spinning progress indicators, to a slowly filling in circle and the bar at the top that previous got stuck on "waiting" is "Updating Podcasts on Apple Watch", so I think it is working.
