I'm noticing this being posted quite a bit recently. So, report it to Apple Support.

Do your Part: Report this to Apple.  Apple won't get back to you directly, but the more feedback they reeve on this, the more they'll know what bugs are out there, and what fixes to include in update to come. These are user-to-user forums. Apple barely read these forms as it is on their own time.

1. Go Here: Feedback - iCloud - Apple
2. Select: "Mail" for the "Feedback Type"
3. Comment: on why you want this to be an option. Include the URL of this post.
4. Proceed form there as necessary
