The data are staying local on my devices and are not shared with Apple.
It saves me the trouble to tag each and every photo with keywords with the category of the photo and saving me a lot of typing when I am copying the text of the signs shown in the photo to the description of the photo. The only irritating things are occasional classification errors. Photos told me that the T-rex shown in one of my photos is a rare Chinese dog species and classified a rhino as an elephant.
That's what the app does, and that's how it works. It's a giveaway app designed for the user who wants a lot of automation in their photo manager. If that's not you, if you want more choices (and indeed more capability) then you can choose to use a different application. Photos is not compulsory. Other apps offer more fine control, more features and different ways of working. So, that's your absolute choice with any app - if you don't like it use a different one that works the way you prefer.
It is what it is. Your choices are to use the app and accept the analysis, or choose to use something else.
Apple are not here.

That's not all it's analysing for, and you can't stop it.
You can’t. It is built into the app, and cannot be switched off.
