Can I turn off hotspot on child’s iPhone using Screentime controls from my iphone (ie without touching my child’s phone)?

You are able to disable the wireless hotspot usage with the parental controls.
Settings > Cellular verify that hotspot is disabled.
Settings > Screen Time > Content & Privacy Restrictions, and enter your passcode if prompted.
