how do i get my photos back on my camera roll after signing out and back into my apple id, they are backed up

Go to Settings/[your name]/iCloud and turn on Photos, then wait for it to sync, preferably over Wi-Fi with the phone connected to power.
You can log in to https://icloud.com/photos to verify that they are all there.
