wallet keeps saying i have maximum cards but i’ve never used wallet app

how do i fix it or how do i get someone to fix it. i’ve been having this apple pay issue for over a year and i’m tired of the inconvenience, so i need help fixing it. when i try adding my card it says i have a maximum of 16 cards on it but i’ve never even used the app i’ve tried all the things people online say but nothing works.
