Cannot change Apple ID

I’m trying to change my Apple ID, but it says that the e-mail address isn’t available. Neither my family members nor I are using this email address. What could be the issue?

cannot change apple id as saying it is not available I am trying to change my apple ID (email address) to an email address that I have previously used on a different device for an apple id.
