I cannot turn off my caller Id in settings on my iPhone se

Unfortunately, that feature of the phone is configured entirely by your carrier.
Some carriers give users the ability to control CallerID right from the phone’s screen, some make you use their web site, some have you enter old-fashioned *codes. (and some allow multiple methods)
You’ll need to ask your carrier how THEY want you to do it w/ your iPhone.
