iCloud Upload is too slow

why icloud upload is too slow.

i have 2 TB iCloud Storage and yesterday i found that there are 750 items in photos yet to be uploaded, I thought 12-14 hours should be sufficient but later i found that it has uploaded only 40 items.

i have checked there is no other network activity?

my internet uploaded speed is well beyond 200 mbps.

Dont Appple think Uploading also comes into priority when your Photos are too much space and there is no room for new captures. Kind of waiting for upload to finish to have from free space on my device to capture new photos
