I'm not getting incoming phone call notifications when I'm already attending a phone call.

Using iPhone 13

That is called "Call Waiting"

Call Waiting is a Carrier Specific feature. Contact your Carrier (Cellular Service Provider), the agency that issued the SIM / eSIM to you.
