Why is the fitness free on my watch but not on my phone?

I’ve had my iPhone Pro Max and Apple Watch for a couple years now, and the Apple fitness app was Free.

Now I can only use it on my iWatch but my iPhone wants me to subscribe for $12.99 a month.

Why is that?

should I buy a Fitbit next time?

The fitness program where you can workout alongside pre-recorded trainers and find out a regimen for you is the only thing that costs $12.99 from Apple's fitness app. The statistic tracking that grants you rewards as you complete challenges and close rings is always free for the user.
