certain websites being blocked

getting same issue as this person

iPhone Will Not Access Certain Sites, How-To - AppleToolBox

several websites are getting blocks saying access denied

issue is one my phone and on laptop using iphone as hotspot.

turned off private relay and issue went away. anyone else seen this?
