Restore not progressing

I am restoring an iPhone SE from an iCloud backup - it is still saying it has the same amount left to download after being plugged in to power and on wifi for over 15 hours. Should I stop the progress and start again? The phone is behaving weirdly as well, messages not coming through during process.

Yes, restart the process. If you have decent internet connection, that should not take you more than 2 hours, IMHO. Have you tried restoring through a Mac?
