IPhone won't finish restoring.

I've had my new iPhone 13 for about a month. I downloaded a backup from my previous iPhone from the cloud. However, under settings, it still says "restore in progress, an estimated 600 MB will be downloaded to finish restoring your apps and data". It has said this for weeks. I also get nuisance pop-up messages asking if I want to use Wi-Fi to restore. The tech in the Apple Store said just tap "stop restoring iPhone" under settings. It seems to me 600 MB is a lot of information to just cancel. Any other remedies? I have plenty of storage available and good Wi-Fi, so those aren't issues.

The iPhone goes through the restoration process (via Wi-Fi, from iCloud) and is functional, but it still says 600 MB need to be downloaded to finish restoring apps and data. I'm not sure this is the same situation as described in the Apple support link above.
