Sharing Family with a family from other country: how to do that?

I was trying to add my mother in our Famiy Sharing, but it was rejected because her Apple-IDs is from another country. Any suggestions what to do?

Members of a family sharing group must have Apple IDs in the same region as the organiser of the group.
