iCloud is stuck. How to turn off iCloud photos?

Icloud stuck @ 1%. Can’t turn off photos (2 turn it back on) Help!

Its been 4days and my icloud is stuck on 5gb.I got 5000 photos to store in icloud to get storage but the icloud bar is stuck on 5gb what should i do to check that if the photos are storing.I’ve turned on Icloud photos. You can turn your iCloud photos storage from your Settings-> Open Appen ID account-> Select iCloud -> Turn off the photos, this will stop syncing your photos in iCloud
