iCloud is stuck. How to turn off iCloud photos?

Icloud stuck @ 1%. Can’t turn off photos (2 turn it back on) Help!

You can turn your iCloud photos storage from your Settings-> Open Appen ID account-> Select iCloud -> Turn off the photos, this will stop syncing your photos in iCloud
