Phone sending calls straight to voicemail

I have an iPhone 13 Pro, iOS 15.4.1, randomly sending calls to voicemail. There is no rhyme or reason to who it sends or when it sends them. I see the call flash up on the screen and then it is gone. It happens over and over sometimes, but sometimes it is fine. I have checked all the recommended things to check and nothing has changed it. I am really frustrated with the situation. I need help.

Thanks for your reply. I have checked all of these things. It isn't that I don't hear it ring. It's that it doesn't ring long enough for me to answer it. It flashes across the screen and then goes straight to voicemail. I've even called it myself from a land line and I know for sure it immediately goes to voicemail as if I declined the call.
